Very rare chance it is LE in my opinion. For starters, didn't OP say that it was a mexican outfit. Then if they sent it to Mexico, US LE does not have jurisdiction. Then even if it was in the US, they cannot prove you ever were delivered drugs. Simply sending money to someone is not a crime. The only way LE can prosecute you for order meds online illegally, is to catch you with the drugs, or do a controlled delivery. Call WU and pick it up. If they don't have it, then it is a fraud. Period.

If I was you, I would definitely go for it. They aren't going to bust you now, it is way too late. They'd wait until you have drugs IN YOUR HAND.

Find out if the order was collected via Western Union, and then if not, go get the money and you are sorted....

What about the fact that one OP said, Western Union has a year to return unclaimed monies.

Why would they have contacted the original OP early?

I have already tossed the info. Just doing the risk/reward - odds are I'd get a couple of hundred bucks back if I try to pick it up - but I never expected the money so the heck with it.
